Software for Agra wedding venues, hotels and banquet halls

Agra's wedding season and its tourist season are the same season. From November to February, the hotels along Fatehabad Road and around Taj Ganj are full of foreign and domestic visitors, the lawns are full of weddings, and a destination family that wants the Taj Mahal in the background of its photographs is competing with both. Fog arrives in the same weeks and closes the Yamuna Expressway at night more often than planners expect. An Agra venue that wins in this market does two things well: it sells rooms, lawns and banquets as one clear package, and it plans every arrival around the weather. This page covers the business, the rules that come from sitting beside world heritage, and how the tax on food changes when the venue is a hotel.

Weddings and tourists in the same twelve weeks

Most Agra hotels earn their best room rates between November and February, exactly when local and destination weddings peak. A property that gives its lawn to a wedding also gives up rooms it could have sold to tourists, unless the wedding family takes a room block. That trade-off should be priced, not guessed: a lawn booking that comes with 40 rooms for two nights is a different deal from a lawn-only reception.

The sunrise photo slot is its own small logistics problem. Families want the Taj in soft morning light, which means a 5:30 am departure for the couple, the photographer and sometimes the whole family, the morning after a reception that ended past midnight. Build it into the itinerary, arrange early breakfast and transport, and do not schedule haldi for 9 am on the same day.

Local weddings follow the North Indian muhurat list, and the city's own families book halls and lawns on the city side for guest lists of 500 to 1,000. Destination weddings are smaller, often 150 to 300 guests, but they want three functions, a sunrise photo slot and transport from Delhi. The same calendar has to show both kinds of booking without either one quietly swallowing the other's dates.

Sample bill: destination reception at an Agra hotel (specified premises)

A 250-guest reception on the hotel lawn for a Delhi family, with dinner served by the hotel. Because the hotel is specified premises, function food is taxed at 18% with input credit. Rooms are billed separately.

  • At a banquet hall or lawn that is not specified premises, a hall-plus-food package would be taxed at 5% without input credit instead.
  • Room block charges are invoiced separately at the applicable accommodation rate.

A fog plan is part of every winter booking

Dense fog on the Yamuna and Agra-Lucknow expressways and on the rail routes into Agra can delay guests by hours in December and January. For a destination wedding where half the guests drive from Delhi, that delay reaches the timings of every function that evening.

Write a fog clause into winter bookings: a later default start for evening functions, a buffer between arrival and the first ceremony, flexible check-in for the room block, and a clear rule on whether the venue's overtime and generator charges apply when the delay is caused by weather. Share the plan with the family's planner a week before, and again on the morning of the function if the forecast is bad.

  • Default evening start no earlier than 7:30 pm for Delhi-heavy guest lists.
  • Hold the room block from noon, with late check-in staffed.
  • Agree in writing how weather delays affect overtime charges.

Why food at an Agra hotel is often taxed at 18%

GST on event food depends on where it is served. At an ordinary banquet hall or marriage lawn, a hall-plus-food package is taxed at 5% without input credit. At a hotel that qualifies as specified premises, based on its room tariffs, food served with a function is taxed at 18% with input credit. Many of the larger hotels that host Agra's destination weddings fall into the second group.

This matters when a family compares a hotel quote with a lawn quote and sees very different tax lines. Explain it on the quote, show CGST 9% and SGST 9% on the food, and keep room charges, banquet food and décor on separate lines so the family can see what they are paying for. The accountant of a corporate client will want the same breakdown for input credit.

Building and lighting beside protected monuments

Agra has the densest cluster of centrally protected monuments of any city in India: the Taj Mahal, Agra Fort, Itimad-ud-Daulah, Mehtab Bagh and more. Under the Ancient Monuments and Archaeological Sites and Remains Act, the area within 100 metres of a protected monument's limit is prohibited and the next 200 metres regulated, and construction in those areas needs permission, as the Ministry of Culture restated in a December 2024 PIB release.

For venue owners this shapes permanent building: a new banquet block or rooftop structure near a monument needs clearance before work starts. The city also sits inside the Taj Trapezium Zone that the Supreme Court created to protect the Taj Mahal from pollution. That is one more reason to check with the authorities before planning large generators, fireworks or anything that burns fuel in the open near the monument side of town.

How each kind of venue runs in Agra

Hotels on Fatehabad Road and around Taj Ganj
Destination weddings and corporate events combining room blocks, ballrooms and lawns; many are specified premises where function food is taxed at 18% with input credit.
Wedding lawns and gardens
Open-air receptions for local families with 500 to 1,000 guests; winter cold, fog-delayed arrivals and the 10 pm music limit shape the evening.
Banquet halls in the city
Local weddings and receptions with in-house kitchens, often with petha and dalmoth counters from local sweet makers.
Farmhouses on the outskirts
Large bare-space bookings where the family brings its caterer and tent house, with power and parking arranged by the venue.

Rules and permissions for events in Agra

TopicWhat applies
Liquor at events (FL-11)Venues without their own bar licence can serve under Uttar Pradesh's Event Bar licence (FL-11) for foreign liquor consumed at the venue of a special occasional event, applied for online; the fee varies by event category.[1]
Fire safety lawFire safety for buildings in Uttar Pradesh is governed by the Uttar Pradesh Fire and Emergency Services Act, 2022 and its 2024 rules.[2]
Near protected monumentsWithin 100 m of a centrally protected monument the area is prohibited and the next 200 m regulated under the AMASR Act; construction needs permission.[3]
Loudspeakers at nightNo loudspeaker or public address system between 10 pm and 6 am except in closed premises.[4]
Silence zonesAreas within 100 m of hospitals, educational institutions and courts are silence zones with limits of 50 dB by day and 40 dB at night.[4]
GST state codeUttar Pradesh is state code 09; CGST + SGST for clients in the state, IGST for clients registered elsewhere.[5]

A bar at an Agra wedding: the FL-11 licence

Hotels with their own bar licence serve at functions under it. Lawns and banquet halls without one use Uttar Pradesh's Event Bar licence, form FL-11, which the state excise service describes as a licence for retail vend of foreign liquor for consumption at the venue of special occasional events, applied for online.

The fee depends on the event category and the current excise policy, so confirm it on the portal before building a bar into a lawn package. Destination families often assume the venue has a licence already; say at the enquiry stage whether it does.

Fire safety and power for large open-air receptions

Fire safety certification for buildings in Uttar Pradesh sits under the Uttar Pradesh Fire and Emergency Services Act, 2022 and its 2024 rules, so ask the fire service which certificate your property needs and when it expires. A winter reception adds its own risks: heaters placed near drapes, diesel generators beside décor, and cooking fires inside tented enclosures.

Winter evenings on an Agra lawn can drop close to single-digit temperatures, and older guests leave early if the dining area is cold. Heaters, covered seating and a warm drinks counter are part of the product in December, and they are billed as extras, so they belong on the quote with a quantity.

Keep heaters away from fabric, keep the generator outside the guest area, and separate the cooking zone from the dining tent. Brief the decorator's crew on where extinguishers are placed before set-up starts.

Late music on the Fatehabad Road lawns

The Noise Pollution Rules, 2000 bar loudspeakers between 10 pm and 6 am except in closed premises, and set lower limits within 100 metres of hospitals, schools and courts, which are silence zones. Lawns that border residential colonies or hospitals feel this first. Offer an indoor hall for late dancing, and put the music cut-off in the DJ's brief.

How Kaliquid supports an Agra venue

Kaliquid holds a destination wedding as one booking with its functions, spaces, room-block notes and timings, warns before a lawn or ballroom is double-booked, and tracks every advance against the event. Quotes, revised schedules and receipts go out on WhatsApp, and invoices show CGST and SGST under Uttar Pradesh state code 09, with food at 5% or 18% depending on your premises.

Pro costs ₹999 per hall per month, or ₹750 a month billed yearly, with a 30-day free trial and Enterprise pricing for hotel groups. It works on Android, iOS and in the browser, with Tally export.

Questions venue owners in Agra ask

Why is food at our Agra hotel wedding taxed at 18% when lawns charge 5%?

Food served with a function at a hotel that qualifies as specified premises is taxed at 18% with input credit, while a hall-plus-food package at an ordinary banquet hall or lawn is 5% without credit. Show CGST 9% and SGST 9% on the food line so the family and any corporate accountant can see the split.

Can we build a new banquet block near the Taj Mahal side of Agra?

Within 100 metres of a centrally protected monument the area is prohibited, and the next 200 metres are regulated under the AMASR Act, so construction there needs prior permission. Check your plot against the monument limits before planning any permanent structure, and ask about pollution rules in the Taj Trapezium Zone.

How should we handle fog delays for winter weddings in Agra?

Put a fog clause in December and January bookings: a later default start for evening functions, a buffer before the first ceremony, flexible check-in for room blocks, and a written rule on whether weather delays trigger overtime or generator charges. Share it with the planner before the event and again on the day.

Which licence do we need to run a bar at a lawn wedding in Agra?

If the venue has no bar licence of its own, the host can apply online for Uttar Pradesh's Event Bar licence in form FL-11 for foreign liquor consumed at the event venue. The fee depends on the event category, so check the current figure before quoting a bar package.

Is music allowed after 10 pm at an Agra wedding lawn?

Not through loudspeakers in the open. The Noise Pollution Rules, 2000 prohibit them between 10 pm and 6 am except in closed premises, and silence zones within 100 metres of hospitals, schools and courts carry stricter limits. Move late dancing into an indoor hall and brief the DJ on the cut-off.

How do we price a lawn booking against lost tourist room nights?

Price the lawn with the room block, not on its own. If a wedding takes the lawn on a peak December night, either it takes a block of rooms at an agreed rate or the lawn price reflects the rooms you could have sold to tourists. Record both on the booking so the trade-off is visible.
