Licensed by size: the ceremonial house rules in KMC
Inside Kolkata Municipal Corporation limits, every trade needs a Certificate of Enlistment, renewed yearly. Ceremonial houses have their own entries in KMC's list of trade requirements, split into five area bands: up to 2,500 sq ft, 2,501 to 4,000, 4,001 to 5,500, 5,501 to 7,500, and above 7,500. Each needs an application in the format set by the KMC (Control, Restraint and Levy of Fees and Charges upon premises permitted to let out for holding Ceremonial Functions) Regulations, 2003, and a fire NOC from West Bengal Fire and Emergency Services.
Two consequences are worth planning for. The area band sets your fees, so extending into a terrace or adding a floor can move you up a band. And the fire NOC is the document most likely to be asked for after a complaint, so keep it current and keep décor away from exits on the day. Caterers and decorators, by contrast, have no specific extra requirement in the same list beyond their own enlistment.
If you run more than one ceremonial house, or a hall plus a club venue, each premises needs its own enlistment and its own renewal date. Keep all of them on one calendar so none lapses unnoticed during the busy Magh weeks.

Sound limiters and the 10 pm rule in West Bengal
West Bengal is stricter than most states about wedding sound. The West Bengal Pollution Control Board has required users of microphones in open areas to fit sound limiters, and loudspeakers in open places are restricted to the day hours of 6 am to 10 pm, in line with the national Noise Pollution Rules. Closed banquet and community halls are exempt from the night ban, but a shehnai on the roof or a DJ on an open terrace is not.

Agrahayan to Baisakh, with Durga Puja in the middle
Bengali wedding dates cluster in a handful of months, and a few lagna dates in Agrahayan and Magh are booked a year ahead at popular venues. Poush is traditionally avoided. Durga Puja sits before the season and shapes it: decorators, lighting crews and cooks are busy with pandals for weeks, so a hall that wants its December décor partner confirmed should do it before the Puja rush begins.
Many guests travel in from other districts and states, so wedding weekends fill nearby hotels and guest houses too. Venues that also rent rooms, or have tie-ups with guest houses, should hold those rooms against the booking rather than leaving families to find them.
Fish, mishti and the supplier you cannot lose
A Bengali wedding menu stands or falls on its fish and sweets. Bhetki paturi, chingri malai curry, rui kalia, and a sweet line of rosogolla, sandesh and mishti doi: families remember which of these ran short. Caterers keep trusted fish suppliers and sweet shops for exactly that reason, and on peak lagna dates those suppliers are committed to several weddings at once.
Lock quantities with the fish supplier and sweet shop at the final guest count, three to four days before the date, and note them on the event sheet. The hall that does this can answer a family's anxious call about prawns the day before with a supplier confirmation, not a promise.

Clubs, associations and their booking rules
Clubs and community associations run many of Kolkata's popular function venues, and they bring their own rules: member priority on certain dates, approved caterers, fixed end times, and committee approval for anything unusual. A manager who runs bookings for such a venue spends as much time on internal approvals as on families.

They are small, often 80 to 200 guests, planned by extended families, and decided on price and on how quickly someone answers the phone.
These bookings are where a hall makes steady money, and also where sloppy records cost the most. A bou bhat booked verbally for a Sunday in Falgun, with a ₹20,000 advance paid in cash to a manager who later leaves, is the classic Kolkata dispute.
