Small Sellers and GST Bills: Who Issues What
The first job is working out which bill you owe, because small sellers usually get this wrong in one direction. A registered business charging GST issues a tax invoice. Under composition, you issue a bill of supply and charge nothing on top. A business below the registration limit, typically ₹20 lakh of turnover for services and ₹40 lakh for goods, though the figure is lower in some states, is unregistered and issues a plain bill with no GST at all. Only a registered person may charge GST. An unregistered seller who adds it is collecting tax it has no right to, and that is treated as an offence. So the printed word 'GST' on a bill is a claim about your registration status, not decoration.
Composition is a trade-off worth understanding before you print the wording. You pay a flat percentage of turnover instead of tax on each sale: 1% for traders and manufacturers, 5% for restaurants that do not serve alcohol and 6% for other eligible service providers. The turnover ceiling is ₹1.5 crore for goods and restaurants, ₹75 lakh in special category states, and ₹50 lakh for service providers who opt under the special provision. Tax goes in through CMP-08 by the 18th after each quarter. The catch is that you cannot pass the tax on. On the sample bill of ₹24,700, 5% is ₹1,235 that comes out of your margin, and you also give up input credit on what you buy.
The Quarter Tracker sheet turns that into a routine. Enter each quarter's turnover and it works out the tax and the share of the ceiling used. With sample figures of ₹3,10,000, ₹2,85,000, ₹5,40,000 and ₹4,65,000, the year's turnover is ₹16,00,000, tax at 5% is ₹80,000, and only 10.7% of the ₹1.5 crore ceiling has gone. That is comfortable. The sheet turns amber at 80% and warns at 100%, because crossing the ceiling ends the scheme and regular GST applies from that point, often faster than an owner expects in a good wedding season.
Most GST notices to small sellers start from a short list of billing habits, and the workbook's third sheet lists ten of them with the fix. The common ones: GST charged on a bill of supply, serial numbers that repeat or skip, service invoices issued long after the 30-day limit, and sales taken by UPI or cash that never get a bill. Bank credits with no matching invoices look like unreported turnover. Also on the list is a mismatch between sales in GSTR-1 and tax paid in GSTR-3B, which is a routine reason for a scrutiny query. None of these needs software to avoid. They need a register, and a rule that every rupee in gets a number.
What about the printed bill book on the counter? A hand-written bill is not invalid. There is no rule that a bill be typed or printed, so a triplicate book with pre-printed serial numbers works, provided the fields are on it: name, address, GSTIN, serial, date, description, value, and the composition sentence if it applies. Its weakness is not the law but the process. Carbon copies fade, numbers get skipped when a leaf is torn out, and the quarterly total means adding up 300 slips by hand. A shop issuing 40 bills a day is better off with the workbook's bill sheet, or software, than with a book.
